BA has been (improperly?) collecting certain U.S. taxes/fees on some surcharge-free international awards for at least a few months now. There's a long thread about it which quotes the IRS Revenue Ruling, and Nicci was made aware of the issue, but so far there's been no explanation posted in this forum as to why BA is doing so.
Anybody who is subjected to these taxes and thinks they are improper may want to file a query with http://airconsumer.dot.gov/CP_AirlineService.htm. While BA, as documented here, may brush off individuals contacting them, they will for sure reply to the DOT (and the DOT will have the knowledge to see if proper law was followed) since the DOT has the power to fine BA and even to yank its license to operate in the US (not that they would do that over something like this).
