Definitely CP. Stay at both CP and IC in Dec 2011 on BRG. I was PC Plat. No upgrade whatsoever at IC but got a king suite at CP. CP is a thousand times nicer than IC. You can find nice food at Changi Airport food court. I think the price is similar compared to Bugis.
The Poster is a Royal Ambassador member and will definitely get an upgrade. If booking a deluxe room will get either club access or a premier room with no club access. If booking a higher category room, will get 2 categories higher
The suites at the IC are a lot nicer than the CP
Comapring non-ambassador offering against royal ambassador offering is not much of a comparison
I agree that CP would be a better choice for 1 day and as just a platinum member , the CP is v likely to be better
As an asaide, One thing to watch out for at CP if looking for a suite is that they do now seem to have a policy not to upgrade to a suite if the stay is more than a few days
