Definitely CP. Stay at both CP and IC in Dec 2011 on BRG. I was PC Plat. No upgrade whatsoever at IC but got a king suite at CP. CP is a thousand times nicer than IC. You can find nice food at Changi Airport food court. I think the price is similar compared to Bugis.
