FB Golds and Plats can book these seats for free. If enough of the remaining passengers decide to pay for a Seat Plus seats (which can be done at purchase, after purchase, or during online checkin), then there may be none of these seats left by the time you "ask for it at the airport".

I could be wrong but I can only imagine one way of getting these seats for free (other than having the relevant status). If the flight is very busy, and you are among the last to checkin, and the previous passengers have decided not to pay for a Seat Plus seat, it could be that the only seats left to be taken are those Seat Plus seats. If there are no "free" seats left to choose from, I don't think Air France would charge you for them (maybe I'm being too naive!).

Please note that I am not recommending you adopt this strategy as it is highly unlikely that you would have a situation that could end up like that - and you then run the risk of being stuck with a middle seat way down the back instead.
