Who is the operating carrier for BWI-EWR?

If it is a Colgan Q400, it will arrive into Terminal C. ExpressJet 145 would be in Terminal A 90% of the time.

If you need to get from A to C, you can either take the Shuttle Bus inside Security, or exit thr secure area, and take the AirTrain, or walk. All will take about 10-15 minutes.

Here is your sample ground-time itinerary. The T-xx time is how many minutes before departure you have, at the end of each line item. If you stay airside, and take the bus, the order would be different, but the same end time would stand.

Arrive at T-45
Transit to C T-30
Exit and Smoke T-25
Reclear Security T-10
At Gate T-5

And you are required to be in the boarding area at T-15, so you'd run the high risk of getting offloaded from your flight, and perhaps not having another option to get you to Vegas that day, and you would be responsible for your overnight accomidations.
