If the machines don't catch entire areas on the body, it's useless, which is why many airports were apparently groping all AIT screen-ees after this story broke, full body gropes at that.
Oh, I agree that the premise is far from certain. I'm just commenting on the logic of putting AIT in places like FCA. If you're going to do it, you have to do it everywhere ... or do it nowhere.
