In central London ticket offices are open first train to last. In outer London they may be unstaffed outside the morning peak.

You can buy Oyster cards from any vending machine that sells Oyster cards whenever the station is open. Note that this is not 24/7 as the London underground system closes for about four hours each night. If your card does not have a chip, it may not be accepted.
