Yes. BME was on the list of restrictions in the previous version of the rules. So no change there.

Edited to add: looking at the rule sheet - I'm not sure if previously flights BNE-BME were restricted (certainly MEL/SYD-BME were restricted previously; I have a copy of the rule sheet from 2008 that showed that)
Also is the restriction on BNE/MEL/SYD - KTA new?
