I don't want to defend what UA has done to their Premiers but in the end it is a business decision.
It's a business decision that I'm not going to reward by paying for E+, even if it comes out of my employer's pocket (which may or may not be the case; I haven't asked). In the past I've paid roughly $500 more out of my own pocket to get a Z fare; my employer covered up to the economy class fare. I'm certainly not going to pay $200 for E+ when I value the difference between business and economy at $500.
