So, what this means is that they are tracking all of us who are filing eAPIS manifests, whether that be by commercial (Part 121 and Part 135) aviation, maritime or private (part 91) aircraft and boats.

And not only are they requiring us to obtain prior permission for leaving the united states via the eAPIS system, they are now acknowledging that they are keeping this information and watching it. And we can get it with a simple FOIA or Privacy Act request.

I wonder how long it will be before we will be subject to this at the land border. Already at Sarnia, a Canadian national was accosted and subject to detention and denied permission to leave the US and return to his home country. This is not, in my mind the kabuki theatre of the TSA, this is DHS, and its not happening in eastern europe this time.
