Not sure, I'm back home now and this was just to activate the SMS. They do give you an option to reply back with HELP so it's possible that's escalated to customer service, though I don't know how quickly.
Edit: Also I should clarify when I say "you reply to [their text message]" it is merely for them to confirm the account. You reply back with HERTZ and that confirms to them that the owner of the phone has okayed the service and then it is fully activated
