Flight mode stops any signals being sent or received from the device so as such there is no reason why a phone can't be left on flight mode as nothing can be transmitted.

I sometimes think, wrongly maybe, that the no phones until the plane has stopped rule is more to do with getting people on and off the plane quicker than there being any harm once you are clear of the runway.
