More than just the luggage fees (tho I don't check much), there's the $150 visa. For us Americans, an Indian visa is very expensive and needed for even a simple transit unless you are ticketed through.

Thanks to everyone for the great ideas. It looks much more possible now. There is availability to DEL but its all via Europe, so my stopover in SE Asia looks unlikely.
