Can't hurt to email customer service to ask them about this.

If you booked directly with Eurostar, their terms & conditions seem to pretty clearly exclude refunds. If you booked with Rail Europe, then it seems like you might have a better chance at getting an exchange, though even if they do it, there will be fees associated with it.
