You certainly need to complain. Hopefully, you got her name. I'd post on the United Facebook and twitter accounts and just make sure you were heard in every possible venue.

You should not be downgraded by a gate agent arbitrarily. If you're first in line, you are first in line and United should be obligated to follow it's published policies. Period.
