Well, it's legacy costs + the government insisting that it operate unprofitable routes (like nonstops to the US - routing through Europe was much more profitable for them)...
If legacy costs disapeared (or staff were shunted onto the government payroll and the management was able to get away from political interference), AI would be more profitable than 9W (though still not reaching 6E estimates)...
