It's annoying, but it's not complicated
PMUA flyers (myself included) need to unfortunately forget the beautiful notion of NC/NF (that is, dynamic waitlisting, a true ordering list) and deal with this new notion of R - great for upgrade instruments, but little correlation with complimentary upgrades.

Even if it's R9 at T-24, you figure some CPUs will run, but you know they're going to upsell the hell out of everyone on that flight as well. Just have to hope they stick to published fare differences as opposed to TODs.
