I saw this on the PSS status thread page (sticky)



Complimentary Premier Upgrades (CPU). The system that processes these upgrades has been turned back on. We’re seeing this run correctly in most cases, but, there are sporadic instances where R is greater than two and qualifying Premiers have not yet been upgraded. Any examples you wish to PM us continue to be appreciated

Perhaps this is the issue your having with your particular issue, if that's the case hopefully just a bug
