Just how this was always/implemented done with SHARES on CO. Not ideal, but c'est la vie. Agents shouldn't be bypassing the normal upgrade priority order for you.
R can go down during the sweep (whether this happens with any frequency is of course impossible to know). And during non-sweep when R>0 any confirmed upgrade application will bypass the entire upgrade list.
