I think it is fair only if CPUs clear if R>0. If there is a situation (not due to a glitch) where RPUs will clear but CPUs won't then that is a significant change to the value of CPUs and I wouldn't find that particularly fair since all upgrade mechanisms have generally been described as equivalent - i.e., either an upgrade is available or it isn't but if it is then any published upgrade path can be used to acquire it. If this has changed then UA should publish that clearly and provide some transparency as to what the criteria for CPU clearing is.
I don't disagree with your logic, I'm just saying UA can change R availability at any time such as zeroing it out or even adding more or taking away and then bringing it back later to a different number after the sweep time.
That said my understanding is that when the sweep happens And if R is available at that specific time (again the sweep time is the flight time X days before the flight) it will clear the next upgrade based in the rules set in place whether that's a CPU or RPU/mileage uprg.
