It appears the complaint is about fuel surcharges which some Membership Rewards partner airlines assess on some mileage redemptions, just as some Ultimate Rewards partners airlines (there are only four) assess fuel surcharges on some redemptions. The mention of "Newark" is apparently a reference to United Airlines, which does not currently assess fuel surcharges but will surely find another technique to balance the supply of award seats with demand.
