Yes, this is true. Upgrade costs are on a per segment basis. This is why most people say that this is a poor way to use miles especially considering you're using the same award space anyway.
Not to mention that you will need to buy a Y/B fare!!! If you are already buying a B, it's a lot more cost effective to use eUpgrades.
