Yes, you can make an award reservation for someone else. I've always called Marriott to do so. I'm not sure you can do it online.
I've made an award reservation on-line in my name, then called the hotel and told them that a friend/relative would be checking in, not me. Done this twice that I remember, and both times it worked out fine.
