I agree this is a poor policy and it's frustrated me on both CO and UA when I've tried to use a drink chit for a food item that costs less than a glass of wine. Since I flew the legacy UA more, my experince there was that I was able to find a kind purser who would either take the voucher for food or just comp it. On legacy CO, it was pretty much a solid "no."
