What government agency regulates Citibank? Perhaps a threat or actual complaint will light a fire under Citi.

Go to http://www.consumerfinance.gov/complaint/ and file a complaint with the newly formed CFPB. Your complaint will be escalated to someone at Citi that can help address your complaint.
