Canadian govt only allowed them SIN-ICN-YVR route and only at the capped 3x a week. Even when SIN and Canada received open skies freedom, SQ was not allowed additional flights through ICN (for fear of hurting AC flights). SQ will only return to YVR if it can fly direct non stop flights which currently only the A345 aircraft can do. Perhaps when the 787s come online.

On the plus side, most of SQ's nonstop A345 flights fly through Canadian airspace all the time.. they come through over YVR and stay within the Canadian borders through to YYZ and then they cross over to NY state towards EWR.
