I don't believe you need to collect your baggage because you are going CEB-MNL-SIN. If you were going SNG-MNL-CEB, then you would need to collect your baggage. Just have the people in Cebu tag it as SIN.

You don't need 3 hours to transfer within T3. However, they do recommend this as the lines for immigration can be very long during peak hours. The worst part is the security area which seems to take forever (especially for male passengers as they separate the lines between female and male and there are more male travelers).

There is a nice food court and convenience store in the upper floors if you ever get hungry.

Next time, you could save yourself the hassle of transferring via MNL and book a nonstop CEB-SIN ticket via 5J or Tiger Airways. CEB International Terminal is probably the easiest terminal to navigate. Plus, there is almost no one there.
Unfortunately Tiger Airways does not have a daily flight from CEB to SIN and I need to be in Singapore on a specific day. The 5J direct flight is from CEB to SIN gets in at 23:55 which means an extra night of hotel in Singapore. I am staying with a friend who is travelling on business so she only gets into Singapore on a specific date.

Ok -- great I feel much better in that 5J provides baggage transfer and I do not have to re-check in Manila.
