Why should they charge you if you are not exceeding the max. occupancy per room?
I have experienced the same thing and actually had to call the GM to get things sorted out.
I have booked nights with e-certs many times online. I don't like to call because of these hassle + the scandinavian 'DIY' mentality (we are used to the fact that everytime you call for any kind of reservation, there will be a service charge on top of whatever charges they charged you already).
