While it might be possible to get to LCY faster, I would personally go for LHR either by Piccadillly Line or taxi + HEx. If cost is no object, then taxi + HEx is almost certainly the most dependable and fastest option. That said, I just took the Tube from Canary Wharf last week, and it was not as bad as some would suggest.

If the goal is low stress, I would suggest taxi + LHR. One could leave the Intercontinental at 1700 and still have enough time for a drink in the lounge. That said, the hotel is practically on top of the Hyde Park Corner Tube stop, making this a very appealing option.
