The scheduled departure never changes.. If an inbound is late they turn as quickly as they can regardless of the estimated posted time and that if that means all seats are full the flight is then closed.

Anytime after the scheduled time I suggest you be at the gate or if the GA will give you the inbound flight number track it on flightaware.com and be at the gate on it's arrival.
