You just have to push Expedia to solve your issue no matter what Expedia has to do with CX. Expedia has sold you the TKT and you have paid, so Expedia is responsible for making sure that you have a seat. You have to let Expedia know that you have called CX and CX told you your reservation on the outbound is still on the waitlist, ad there is probably a unsynchronisation problem between Expedia and CX. Calling CX would probably not help much because they will ask you to go back to Expedia. You really are not supposed to be asked to pay extra and Expedia is supposed to settle this with CX, no matter what problem they got in their systems.
