Much as I love LCY most of the time assuming you mean evening rush hour it would have to LHR via Paddington in this case. I work on Oxford St and the last couple of trips to LCY have ended up cutting it really fine, so much so my assistant now has a standing instruction, don't let me book LCY for an early evening flight.
