I agree, I've always heard that you shouldn't go above 50% utilization on a consistent basis unless you are making extremely prompt payments. I personally try to use anywhere between 25-40% of a credit line, enough to show heavy usage, but not enough to freak the bank out.
I am not sure if promptness of payments matters at all--it is just an issue of utilization. Everything I've read says for optimal scoring, you want to stay in the 10% range. I actually make multiple payments a month to ensure that my utilization rate stays under 10% on heavy use credit cards like the CSP.
