It would make sense to hand over the luggage to IB, as the ticket has IB flight numbers..
But the flight the passenger is travelling on has nothing (in operational terms) to do with IB.

Additionally, remember that even on connecting tickets, there can be circumstances where luggage can not be interlined, although almost everyone will do so on connecting tickets.

What you have got going for you: Vueling do understand the concept of connecting, they offer connecting flights themselves. They operate flights which have an IB codeshare, and IB certainly supports connections. [Although even if IB flight itself, I would not be surprised if they refused to through check bags to a non-oneworld alliance airline such as Singagopre airlines when you are not on a single ticket.]

Personally, I'd ask. But I wouldn't expect a positive answer.
