While it is certainly a joke, the situation that is described would apply to beyond perimeter slots. Since DEN is outside the perimeter, UA (theoretically) could have used their exemption on another DEN frequency, combined that new frequency with a DEN-SFO flight, and then could market this as direct service between DCA and SFO.
