US policy, which is what they have filed with the FAA is one carry on and one personal item (purse, laptop bag, diaper bag etc.) If the GA or FA is observed by the FAA letting someone board with more than that then they are able to impose a personal fine on them. If you're willing to pay our fine (which can be well over $1000) then bring whatever you want. US is undergoing our annual audit with the FAA right now so your extra bags definitely aren't gonna fly. I know 4 f/a's that were busted in PHL the other day for baggage issues and 2 for allowing laptops in the seat back pockets. Might seem petty to you, but it's an expense most of us can't afford.
