What is this based on?
Every time somebody says it in a thread their source is second or third hand information from somebody at the insurance company, with nothing else to back it up.
Over the years I've never seen (and I've looked) where it's illegal for a rental company to collect loss of use which you agreed to in the contract. Indeed, many states have a rate schedule for loss of use, but never have I seen one that says it's illegal for the rental company not to provide their logs, or try to collect unless they have no other cars, etc.
Please cite something other than hearsay from an insurance company rep.
