All you would need is to have a late departure, or run into weather or sector-crossing flow-control from enroute ATC and you'd find your 21:45 DCA arrival unceremoniously turned into a 22:15 or later arrival at IAD or BWI.
I believe the noise rules are not a meaningful constraint for modern airplanes with Stage 3 engines, which is most of them these days.

I live in that area, and DCA is 20 mins/$20 and Dulles is 45 mins/$50-60, assuming modest traffic.
