It's no longer presented as a fuel surcharge though, but a 'Carrier Admin Fee', so AC can 'administer' as much as they want.
If you go to the air Canada booking page, put in a dummy booking and "roll over" the base fare it will show base fare then FUEL SURCHARGE, so it's still there
