Yes, this has been pointed out several years ago, hence the term "scamcharge" since it doesn't really just pay for fuel - it's a scam that the airline uses to collect (more) money on reward redemptions. On some routes it's been highlighted that the scamcharge is up to 75% of the ticket price.
