I also got the email about my new card, arriving soon, with a link to more info .. it clearly states chip & sig.

Q. What is Chip with Signature vs. Chip with PIN?
A. Your card is embedded with Chip with Signature technology. Chip with Signature and Chip with PIN are both more secure ways to pay with your credit card. Chip with Signature requires your signature at the end of the transaction, just like your current magnetic stripe card does. Chip with PIN transactions use a four-digit Personal Identification Number (PIN) on transactions.
Q. Can I still use my credit card at an ATM?
A. Yes, you can continue to use your credit card for ATM transactions. If you have forgotten your credit card ATM PIN, please call the number on the back of your card so we can assist you.
Q. Can I get a Chip with PIN card instead of a Chip with Signature card?
A. No, at this time all Smart Chip cards issued by Chase Bank USA are Chip with Signature.
