That's the point. Passengers thinking this way will go for Y. If it takes fewer miles to upgrade from Y+ to J, a lot more passengers will switch to Y+, and I don't think CX wants that as they won't be worried about Y+ having not enough bookings.
So I guess the assumption here is that premium economy is going to have a commanding price differential over full flex Y- tix? I still don't fully understand it unless CX keeps the prices apart. Because if hypothetically Y+ ends up pricing somewhat near K/H/B/Y tix, then that's just going to cannibalize those fare classes, no? I just made a dummy booking, and was blown away that round-trip LAX in K class costs around 2k USD! Seems pretty expensive for Y-
