I have called Expedia which assured me that my ticket is confirmed and that "On Request" means that my seats are not confirmed... But I called Cathay and was told that I'm actually waitlisted.

Can someone explain to me what is going on? The flights are definitely not sold out since they keep appearing on CathayPacific.com when I search for them separately.
"On Request" means "Waitlisted" ("HL" in the reservation system). If the seat number status itself is on request than that is what Expedia told you, but if the FLT status is "On Request" than you might be in trouble. I am not sure what GDS (Global Distribution System) Expedia uses, but the latter case probably means an unsynchronisation between Expedia and CX, which you would have to push Expedia to contact CX to fix it. There are many fare buckets in Economy, so it is possible that other buckets still have seats left but not V. Without the specific date we cannot check for you. In addition, even if there are V seats left, it is still possible that your reservation status is on request.
