After the last transfer bonus (which I did not receive) I re-confirmed that I had opted-in to promotions. I have also not yet received this offer, though today I discovered I was only signed-up for electronic mailings, not hardcopy. Were all those who received the offers signed-up to receive promotional offers by post?

I have enough MR points that I could use +40% on either VS or BA.
