The solution is simple, but not everybody is smart. Namely, put the DF in checked luggage at the connection point, after Customs and before bag re-check.
The rules are made by DHS and affect flights headed to the USA. They get misinterpreted in different ways at different stations overseas.
Quite right.... buying duty free on arrival is one solution, it means hassle but it avoids the problem all the same.
