Way too complicated. Unfortunately, the easier solution is for overseas security to simply implement a rule which is too harsh, but which won't result in outrage when people try to clear security at a domestic connection upon arriving @ USA.

The solution is simple, but not everybody is smart. Namely, put the DF in checked luggage at the connection point, after Customs and before bag re-check.

The rules are made by DHS and affect flights headed to the USA. They get misinterpreted in different ways at different stations overseas.
