I don't think that there are any PHX-BOM-PHX oneworld award routings that come to less than 20,001 flown miles. Therefore, a oneworld Business Class award would cost 150K AAdvantage miles per person, or 600K miles for a party of four. But for those extra miles, one could have multiple stopovers, in Europe, Asia, and/or the Middle East.
BA has a fare PHX-LHR-BOM which is 9,741 miles so a RT would be under that 20k bucket, but you still need an IB/S7 leg somewhere.
