This should not be the policy on a prepaid reservation, nor should travelers accept this as the norm. Sure, most reservations are not prepaid, and consequently rental cars are horribly overbooked, understandably leading to situations where locations will run out of cars.
That changes when I prepay in advance and cannot get out of my commitment. If the buyer is bound, the seller should be as well.
