OK, food-borne illness is not my specialist subject, but many, if not most cases of food-borne illness are often from mishandling of food by preparers. Especially true of cases originating from catered food.
In addition, norovirus can often be transmitted due to contamination of e.g. raw oysters from contaminated waters -- so not due to food handling.
