Also, the setup of Mosaic just seems bizarre. I don't think it is up to the Westin standard. When we arrived the person who was supposed to seat us was speaking on the phone for a good five mins while people lined up behind us, and it appears quite small for a hotel of this size. Food items were missing and none was proactively replacing them.

What is standard platinum recognition at this property? At the SOTP I generally receive a card from the GM, and either a bottle of wine or some chocolates etc. Also, there was no turn down service.
You said you didn't want to argue at check-in about the upgrade, so you got what you reserved, as I said seems to be SOP here. I would pull out my smartphone, show them what was available on SPG.com, and insist that I get an Executive Club room (assuming it was available).

Ate once at Mosaic in 2011 - the service was slow, but worse, the prices were outrageous compared to other comparable restaurants.

Platinum amenity (Executive Club attendants didn't even know and had to call down) is your choice of the following:
  • 500 Starpoints (default if you don't ask)
  • Picture book of Australia
  • Picture book of Sydney
I did receive a sort of turn down service - when I returned at night, the lights were all on and two bottles of water were left. They also closed the window shades.
