Why would the manifest cause issues with admission to the US? If you don't show up at CBP preclearance to enter the US, would it send a red flag? Let's say someone checks in for a US bound flight online, but realizes they forgot their passport at the airport and skips the flight, would that affect future entries to the US?
Or if somebody is a business traveller but on a non-refundable fare and just skips the flight when the meeting is cancelled?
I don't think this would pose any issue, surely not a major one.
